Supported headset models: XR-4 Series, XR-3, VR-3, and Varjo Aero

This hotfix includes the following bug fix for XR-3, VR-3, and Varjo Aero headsets:

Fixed an issue where Varjo Base did not detect active Offline subscriptions after updating to version 4.13.

Known issues:

OpenXR:
- Varjo Base does not show a warning when using the Simulate option in the Analytics window that Varjo OpenXR runtime is not selected as the default runtime, which can cause unpredictable system behavior.
- The .../input/palm_ext/pose defined for XR_EXT_palm_pose does not behave correctly when used with XR_EXT_hand_interaction. The palm pose never becomes tracked or valid, due to missing data from hand tracking.
